US sees 95,000 jobs lost in September

The US economy lost another 95,000 jobs in September, as public sector cuts outpaced hiring by the private sector. According to the Labor Department figures, the fall was almost double August's 54,000 job loss number.

The jobless rate held at 9.6%, but still marks the 14^th straight month it has been above 9.5%.

The jobs news sent stocks slightly higher after raising expectations the US Federal Reserve will take further action to pump money into the economy.

The main Dow Jones index closed above 11,000 for the first time in five months, rising 58 points to 11,006.48.

Part-timers

A total of 159,000 government lay-offs were made in September, with the private sector adding 64,000 positions, the weakest gain since June.

Of the public sector job cuts, about 76,000 were in local government, with a large number of lay-offs among teachers, analysts said.

The so-called "under-employment rate" - those who have given up looking for work or are part-timers seeking full-time posts - rose to 17.1% in September from 16.7% in August.

Sectors showing jobs growth included healthcare, retailing, and leisure and hospitality.

In the private sector, the manufacturing and construction industries cut the most jobs.

Meanwhile, revisions to data for July and August showed 15,000 more jobs were lost in those months than previously reported.

The jobless data is the Labor Department's final report before November's elections to Congress, when the Democrats will come under intense pressure about the state of the economy.

Politics of power allocation from Central Generating Stations

Planning Commission amenable to even higher share for home states

The state-run, NTPC, seems to have found a great ally in the Planning Commission (PC), which has asked the Ministry of Power (MoP) to be flexible when it comes to allocating the home-state share of power to states that host central generating stations (CGS).

• Against the MoP's proposal of allowing a maximum of 50% of power to be allocated from new stations to their respective home states, the PC has asked the ministry to be open to the allocation of up to 75% of power, if needed, to facilitate development activities.
• Further, the PC has also asked the ministry to allow the sale of 10% of power via open access, in line with the stipulations of the Electricity Act, 2003.
• The power ministry has, however, taken the view that if such a large quantum of power is allotted to the home state, not much would be left for the neighboring states, detrimental to the overall infratsructure development of the country.Further, decisions regarding open access may only be taken once the second Task Force on operationalization submits its report.

New policy likely to benefit only resource-rich states, says Department of Economic Affairs

The Department of Economic Affairs (DEA) has strongly objected to the power ministry's move to enhance the share of power from the central generating stations (CGS) to their respective home states, from the existing 10%, to 50%, asserting that this will only accentuate inter-regional social and economic disparities in the country and create a biased model of development.

• The DEA is of the view that the proposed dispensation will create a situation where the states that are affluent with raw materials, like coal and natural gas, will benefit disproportionately from capacity addition in the power sector.
• This will result in the availability of adequate power for consumption within those states, while leaving others to face power shortages.
• Moreover, any surplus power will be sold to the grid at an exorbitantly high prices, thereby increasing the price of electricity for deficit states, claims the DEA.

May also impact merchant power capacity, fears DEA

The Department of Economic Affairs (DEA) has also criticized the MoP`s proposal of higher power allocation to the home states on the ground that this would severely impact the installation of merchant power capacity.

• The DEA has asserted that allowing such enhanced shares to states via long term power purchase agreements will create allegedly unhealthy competition between the public and private sector power generating companies, with the latter likely to offer even higher shares of power to the concerned states, in a bid to obtain an edge over their government counterparts.
• This will not only reduce the quantum of power available for merchant sale, but also eat-up the demand for short-term power in the open market, asserts the DEA.

DEA comes up with its own formula

Not entirely convinced with the power ministry's methodology proposed for allocation of power from new central generating stations (CGS), the Department of Economic Affairs (DEA) has come up with a its own formula, which it claims will promote open access, as well as incentivize state governments to assist in setting up of such power stations within their territories. The DEA has called for moderate enhancement to the home state's share, while providing for additional allocation of power to the home state and other states of the region on the basis of a performance index, depicting the progress made by the states in operationalizing open access.

• This formula calls for distribution of power in the following order:
• Government of India (GoI)
  • Fixed:10%; variable: 5%.
• Home state
  • Fixed: 30%; variable: 5%.
• States in the region (including home state)
  • Fixed: 40%; variable: 10%.
• The following stipulations would apply for arriving at the variable share of power:

• The variable component would be made available depending on progress achieved in operationalizing open access, for which an index could be developed by the MoP.
• The quantum of power reserved under the variable component with the GoI would be used to promote open access in other states of the country, besides the home state and the states in the region.
• The unallocated component of the power available under the variable component with the home state and other states in the region, would be available to the GoI for being allocated under the variable component available with them.
• The unallocated power, available with the GoI under the variable component, which has not been able to be utilized for operationalizing and promoting open access, may be sold through the power exchanges and the proceeds thereof shared amongst the GoI, home state and the states in the region as per a pre-defined formula.

സംസ്ഥാനത്ത് പുതുതായി നിലവില്‍ വന്ന ലോട്ടറി  ഓര്‍ഡിനന്‍സ് ആധാരമാക്കി  മുന്‍കൂര്‍ നികുതി ഒടുക്കുന്നതിനുള്ള രേഖക്ക് കേന്ദ്ര ആഭ്യന്തരമന്ത്രാലയത്തിന്റെ വാതിലില്‍ മുട്ടി ലോട്ടറി മാഫിയ. കഴിഞ്ഞ മൂന്ന് നാല് ദിവസമായി അന്യസംസ്ഥാന ലോട്ടറിയുടെ കേരളത്തിലെ വിതരണക്കാരുടെ ഏജന്റുമാര്‍ കേന്ദ്ര ആഭ്യന്തരമന്ത്രാലയത്തില്‍ കേറിയിറങ്ങുകയാണെന്നാണ് വിവരം. അന്യസംസ്ഥാന ലോട്ടറി വിതരണക്കാര്‍ക്കെതിരെ കേരളം നിരവധി പരാതികള്‍ നല്‍കിയതിനാല്‍ കേന്ദ്ര ആഭ്യന്തരമന്ത്രാലയത്തില്‍ നിന്ന് ലഭിക്കേണ്ട സാക്ഷ്യപത്രം ലോട്ടറി ഏജന്‍സികള്‍ക്ക് ഇതുവരെ ലഭിച്ചിട്ടില്ല. ഇതിന് കടുത്ത സമ്മര്‍ദമാണ് ലോട്ടറി മാഫിയ കേന്ദ്രത്തില്‍ ചുമത്തുന്നത്. ദിവസങ്ങള്‍ക്കകം അനുകൂല സാക്ഷ്യപത്രം നേടിയെടുക്കാമെന്ന പ്രതീക്ഷയിലാണത്രെ സാന്റിയാഗോ മാര്‍ട്ടിനും കൂട്ടരും.

എന്നാല്‍ മേഘ ഡിസ്ട്രിബ്യൂട്ടേഴ്‌സിനെ അംഗീകരിക്കില്ലെന്നും മോണിക്കയെന്ന ഏജന്‍സിയെ യാണ് ഭൂട്ടാന്‍ സര്‍ക്കാര്‍ ചുമതലപ്പെടുത്തിയിട്ടുള്ളതെന്നുമാണ് കേരളസര്‍ക്കാര്‍ അവകാശപ്പെടുന്നത്. അനുകൂല കോടതിവിധി നേടിയ ആശ്വാസത്തില്‍ കരുക്കള്‍ നീക്കുകയാണ് മേഘ. സംസ്ഥാനത്ത് നിലവില്‍ വന്ന ലോട്ടറി ഓര്‍ഡിനന്‍സിനെ അടിസ്ഥാനമാക്കി മാത്രമേ മുന്‍കൂര്‍ നികുതി ഈടാക്കൂവെന്ന നിലപാടിലാണ് കേരള സര്‍ക്കാര്‍. ഈ സാഹചര്യത്തിലാണ് മേഘ അയച്ച നാല് കോടിയുടെ ഡി.ഡി തിരിച്ചയക്കാന്‍ സര്‍ക്കാര്‍ തീരുമാനിച്ചത്. കേന്ദ്ര ലോട്ടറി നിയമത്തിന്റെ നാലാംവകുപ്പ് ലംഘിച്ചിട്ടില്ലെന്ന് ചൂണ്ടിക്കാട്ടി കേന്ദ്ര ആഭ്യന്തര മന്ത്രാലയം നല്‍കുന്ന സാക്ഷ്യപത്രം ഹാജരാക്കിയിട്ടില്ലെന്ന കാരണത്തിനാണ് നികുതി സ്വീകരിക്കാത്തത്. ഈ സാക്ഷ്യപത്രം സ്വന്തമാക്കാനുള്ള ശ്രമത്തിലാണ് അന്യസംസ്ഥാന ലോട്ടറി വിതരണക്കാര്‍.

ഓര്‍ഡിനന്‍സ്‌പ്രകാരം കേന്ദ്ര ആഭ്യന്തരമന്ത്രാലയത്തിന്റെ സാക്ഷ്യപത്രവും ലോട്ടറി നടത്തുന്ന സംസ്ഥാനത്തിന്റെ ധനവകുപ്പ് സെക്രട്ടറി, അല്ലെങ്കില്‍ ലോട്ടറി ഡയറക്ടര്‍ എന്നിവരുടെ സാക്ഷ്യപത്രവും ഹാജരാക്കണം. പുറമെ നറുക്കെടുപ്പ് രീതി, അച്ചടിച്ച പ്രസ്, സമ്മാനഘടന തുടങ്ങിയവയുള്ള സമ്മതപത്രവും ഹാജരാക്കണം. ഇത് സംബന്ധിച്ച വിശദാംശങ്ങളൊന്നും മുന്‍കൂര്‍ നികുതി അടയ്ക്കുന്നതിന് മേഘ ഹാജരാക്കിയിട്ടില്ല. ഭൂട്ടാന്‍ ലോട്ടറി വിതരണക്കാരെന്ന് അവകാശപ്പെടുന്ന മേഘ തങ്ങളെ ചുമതലപ്പെടുത്തിയിട്ടുള്ളത് ഭൂട്ടാന്‍ സര്‍ക്കാറാണെന്ന് തെളിയിക്കുന്ന അവിടത്തെ ധനകാര്യ സെക്രട്ടറിയുടെയോ ലോട്ടറി ഡയറക്ടറുടെയോ സാക്ഷ്യപത്രം ഹാജരാക്കിയിട്ടില്ലെന്നാണ് വാണിജ്യ നികുതി വകുപ്പ് അധികൃതര്‍ നല്‍കുന്ന സൂചന. ജോയന്റ് കണ്‍ട്രോളര്‍ പദവിയിലെ ഉദ്യോഗസ്ഥനാണ് സാക്ഷ്യപത്രത്തില്‍ ഒപ്പിട്ടതത്രെ. ഇതംഗീകരിക്കാന്‍ കഴിയില്ലെന്ന നിലപാടിലാണ് സംസ്ഥാന സര്‍ക്കാര്‍. അതിനിടെ ഭൂട്ടാന്‍ ലോട്ടറികള്‍ കടത്തിയതിന് മേഘ ഡിസ്ട്രിബ്യൂട്ടേഴ്‌സില്‍ നിന്ന് പിഴ ഈടാക്കാനുള്ള സര്‍ക്കാര്‍ നടപടികള്‍ ഹൈകോടതി തടഞ്ഞത് സര്‍ക്കാറിന് തിരിച്ചടിയായി.

വാണിജ്യ നികുതി വകുപ്പ് പിടിച്ചെടുത്ത ലോട്ടറികള്‍ തിരിച്ചുനല്‍കാനും ആവശ്യപ്പെട്ടിട്ടുണ്ട്. ഇതും മേഘക്ക് ആശ്വാസം നല്‍കുന്നതാണ്. അന്യസംസ്ഥാന ലോട്ടറികള്‍ക്കെതിരെ വിട്ടുവീഴ്ചയില്ലാതെ നിലകൊള്ളുമെന്നാണ് മുഖ്യമന്ത്രി വി.എസ്.അച്യുതാനന്ദന്‍ വ്യക്തമാക്കുന്നത്. അന്യസംസ്ഥാന ലോട്ടറികള്‍ വേണമോ വേണ്ടയോയെന്ന് തീരുമാനിക്കേണ്ട അവകാശം സംസ്ഥാന സര്‍ക്കാറുകള്‍ക്കാണെന്ന അദ്ദേഹത്തിന്റെ പ്രസ്താവന ഇതാണ് വ്യക്തമാക്കുന്നത്. മേഘ ഡിസ്ട്രിബ്യൂട്ടേഴ്‌സുമായി ബന്ധപ്പെട്ട് സംസ്ഥാനത്ത് നടന്ന തട്ടിപ്പുകളെക്കുറിച്ച് അന്വേഷണം നടത്താനാണ് സര്‍ക്കാര്‍ തീരുമാനം. ഇതിന്റെ അടിസ്ഥാനത്തിലാണ്എ.ഡി.ജി.പി സിബി മാത്യൂസിന്റെ നേതൃത്വത്തിലുള്ള സംഘം വിപുലീകരിക്കുന്നത്. മേഘ ഡിസ്ട്രിബ്യൂട്ടേഴ്‌സിലെ തീപിടിത്തം ഉള്‍പ്പെടെ സംഘം പരിശോധിക്കുമെന്നാണറിയുന്നത്.

ചെറുകിട വ്യാപാരമേഖലയില്‍ നൂറ് ശതമാനം വിദേശനിക്ഷേപം

ന്യൂഡല്‍ഹി: ചെറുകിട വില്‍പനമേഖലയില്‍ 100 ശതമാനം വിദേശ നിക്ഷേപത്തിന് യുപിഎ സര്‍ക്കാര്‍ തയ്യാറെടുക്കുന്നു. വ്യവസായ വാണിജ്യമന്ത്രാലയത്തിനും ആസൂത്രണകമീഷനും പുറമെ കൃഷി മന്ത്രാലയവും ചെറുകിട വില്‍പ്പനമേഖലയില്‍ വിദേശനിക്ഷേപം അനുവദിക്കുന്നതിന് അനുകൂലമായ നിലപാട് സ്വീകരിച്ചു. വിവിധ മന്ത്രാലയങ്ങളുമായി ചര്‍ച്ച നടത്തിയ വാള്‍മാര്‍ട് ഉടമ മൈക്കിള്‍ ടി ഡ്യൂക്കും മള്‍ടി ബ്രാന്റിലും വിദേശനിക്ഷേപം ഉടന്‍ യാഥാര്‍ഥ്യമാകുമെന്ന് പ്രതീക്ഷ പ്രകടിപ്പിച്ചു. നിലവില്‍ ഏകബ്രാന്റ് ഉല്‍പ്പന്നങ്ങള്‍ക്ക് മാത്രമാണ് നേരിട്ടുള്ള വിദേശനിക്ഷേപം അനുവദിച്ചിട്ടുള്ളത്.

അമേരിക്കന്‍ പ്രസിഡന്റ് ബറാക് ഒബാമയുടെ സന്ദര്‍ശനത്തിന്റെ മുന്നോടിയായാണ് വാള്‍മാര്‍ട് എന്ന അമേരിക്കന്‍ ബഹുരാഷ്ട്രകുത്തക ഉടമ ഡല്‍ഹിയിലെത്തിയത്. വിവിധ മന്ത്രാലയങ്ങള്‍ കയറിയിറങ്ങി ചെറുകിട വില്‍പ്പനമേഖല പൂര്‍ണമായും വിദേശനിക്ഷേപം അനുവദിക്കുന്നതിന് സമ്മര്‍ദം ചെലുത്തുകയാണിയാള്‍. വ്യവസായ-വാണിജ്യമന്ത്രി ആനന്ദ് ശര്‍മയുമായും ആസൂത്രണകമീഷന്‍ ഉപാധ്യക്ഷന്‍ മൊണ്ടേക്ക് സിങ് അഹ്ലുവാലിയയുമായി ഡ്യൂക്ക് ചര്‍ച്ച നടത്തി. വിദേശനിക്ഷേപ കാര്യത്തില്‍ പുരോഗതിയുണ്ടെന്ന് ഇരുവരുമായുള്ള കൂടിക്കാഴ്ചയ്ക്ക് ശേഷം ഡ്യൂക്ക് പറഞ്ഞു. ബന്ധപ്പെട്ടവരുമായി സര്‍ക്കാര്‍ ചര്‍ച്ചയ്ക്ക് തയ്യാറായതുതന്നെ ശുഭസൂചനയാണെന്ന് അദ്ദേഹം കൂട്ടിച്ചേര്‍ത്തു. മള്‍ട്ടിബ്രാന്റ് അനുവദിക്കുന്നതിന് വാള്‍മാര്‍ടും ജര്‍മന്‍കമ്പനിയായ മെട്രോയും യുപിഎ സര്‍ക്കാരില്‍ സമ്മര്‍ദം ചെലുത്തിവരികയാണ്.

15 രാഷ്ട്രങ്ങളിലായി 8500 സൂപ്പര്‍മാര്‍ക്കറ്റുള്ള സ്ഥാപനമാണ് 400 ശതകോടി ഡോളറിന്റെ ആസ്തിയുള്ള വാള്‍മാര്‍ട്. ആസൂത്രണകമീഷനും കൃഷിമന്ത്രാലയവും ചെറുകിട വില്‍പ്പനമേഖലയില്‍ വിദേശനിക്ഷേപത്തിന് ശക്തമായി വാദിക്കുന്നതാണ് ഈ കമ്പനികള്‍ക്ക് ശുഭാപ്തി വിശ്വാസം നല്‍കിയത്. നൂറ് ശതമാനം വിദേശനിക്ഷേപം അനുവദിക്കണമെന്നാണ് ഇവരുടെ ആവശ്യം. നേരത്തേ വിദേശനിക്ഷേപം അനുവദിക്കാന്‍ യുപിഎ സര്‍ക്കാര്‍ ശ്രമിച്ചെങ്കിലും ഇടതുപക്ഷത്തിന്റെയും ബിജെപിയുടെയും എതിര്‍പ്പ് കാരണം അതിന് കഴിഞ്ഞിരുന്നില്ല. ലക്ഷക്കണക്കിന് കച്ചവടക്കാരുടെ ജീവിതം തകരാന്‍ ഈ നടപടി കാരണമാകുമെന്നാണ് പ്രതിപക്ഷത്തിന്റെ വാദം. മുരളീമനോഹര്‍ ജോഷി അധ്യക്ഷനായുള്ള പാര്‍ലമെന്ററി സ്റ്റാന്‍ഡിങ് കമ്മിറ്റിയും വിദേശനിക്ഷേപം അനുവദിക്കരുതെന്ന് ആവശ്യപ്പെട്ടിരുന്നു.
