അമേരിക്ക തകരുന്നു

ക്രഡിറ്റ് റേറ്റിംഗ് ധനകാര്യ ഏജന്‍സിയായ സ്റ്റാന്‍ഡേര്‍ഡ് ആന്‍ഡ് പുവര്‍ (എസ് ആന്‍ഡ് പുവര്‍) കഴിഞ്ഞ ദിവസം അമേരിക്കയുടെ ക്രഡിറ്റ് റേറ്റിംഗ് ‘എ എ എ’ യില്‍ നിന്നും ‘എ എ പ്ലസ്’ലേക്ക് താഴ്ത്തിയത് ചരിത്രത്തിലാദ്യമായാണ്. കഴിഞ്ഞ 70 വര്‍ഷമായി ഏജന്‍സിയുടെ മികച്ച റേറ്റിംഗ് കരസ്ഥമാക്കിയിരുന്നു അമേരിക്ക. ഈ തീരുമാനം എടുക്കുന്നതിന് മുന്നോടിയായി എസ് ആന്‍ഡ് പി നടത്തിയ പരിശോധനകളുടെ ആധികാരികത ചോദ്യം ചെയ്ത് അമേരിക്കന്‍ ഭരണകൂടം രംഗത്തു വന്നിട്ടുണ്ട്. റേറ്റിംഗ് കുറയുന്നതോടെ അമേരിക്കക്ക് വായ്പകള്‍ ലഭ്യമാക്കാന്‍ നിക്ഷേപകര്‍ മടിക്കുന്ന സ്ഥിതി വരും. ഇത് നിലവില്‍ കടത്തിലോടുന്ന ഭരണകൂടത്തിന് പുതിയ പ്രതിസന്ധികള്‍ സൃഷ്ടിക്കും.

സാമ്പത്തിക നില ഭദ്രമാക്കാന്‍ ലക്ഷ്യമിട്ട് അമേരിക്കന്‍ കോണ്‍ഗ്രസ്സും ബരാക് ഒബാമ ഭരണകൂടവും അടുത്ത കാലത്ത് സ്വീകരിച്ച നടപടികള്‍ രാജ്യത്തിന്റെ കട ഭാരത്തെയും അതിന്റെ തിരിച്ചടവിനെയും സ്ഥിരമാക്കി നിര്‍ത്താന്‍ പര്യാപ്തമാണെന്ന് കരുതുന്നില്ലെന്ന് എസ് ആന്‍ഡ് പി വാര്‍ത്താ കുറിപ്പില്‍ പറയുന്നു. കൂടുതല്‍ പ്രതിസന്ധിയിലേക്കാണ് കാര്യങ്ങള്‍ നീങ്ങുന്നത്് എന്ന മുന്നറിയിപ്പോടെയാണ് കഴിഞ്ഞ ഏപ്രില്‍ പതിനെട്ടിന് അമേരിക്കയുടെ റേറ്റിംഗ് ‘എ എ എ’ യില്‍ നില നിര്‍ത്തിയത്. അതിന് ശേഷം കാര്യങ്ങള്‍ കൂടുതല്‍ വഷളാവുകയാണ് ചെയ്തത്. നയരൂപവത്കരണത്തിന്റെ കാര്യത്തില്‍ കാര്യക്ഷമതയോ സ്ഥിരതയോ കുറഞ്ഞു പോകുന്നു. സാമ്പത്തിക നയത്തിന്റെ കാര്യത്തില്‍ രാഷ്ട്രീയ പാര്‍ട്ടികള്‍ തമ്മിലുള്ള അകലം കുറച്ചു കൊണ്ടു വരിക എളുപ്പമല്ല. അത്‌കൊണ്ട് തന്നെ കടത്തിന്റെ പരിധി ഉയര്‍ത്തുന്ന കാര്യത്തിലും മറ്റും റിപബ്ലിക്കന്‍-ഡെമോക്രാറ്റിക് പാര്‍ട്ടികള്‍ തമ്മിലുണ്ടാക്കിയ വിശാലമായ ധാരണ സ്ഥിരത കൈവരിക്കാന്‍ പര്യാപ്തമല്ലെന്നാണ്് തങ്ങളുടെ വിലയിരുത്തലെന്ന് എസ് ആന്‍ഡ് പി വ്യക്തമാക്കുന്നു. എന്നാല്‍, എസ് ആന്‍ഡ് പിയുടെ കണക്കുകളില്‍ രണ്ട് ലക്ഷം കോടി രേഖപ്പെടുത്തിയിട്ടില്ലെന്നാണ് യു. എസ്. ധനവകുപ്പ് വാദിക്കുന്നത്. റേറ്റിംഗ് താഴ്ത്തിയ നടപടി അപലപനീയമാണെന്നും അവര്‍ പറയുന്നു.

അമേരിക്കന്‍ സമ്പദ്‌വ്യവസ്ഥ നേരിടുന്ന പ്രതിസന്ധി വ്യക്തമാക്കുന്നതാണ് എസ് ആന്‍ഡ് പിയുടെ തീരുമാനം. സാമ്പത്തിക രംഗത്ത് അമേരിക്കയുടെ വിശ്വാസ്യതയും ചോദ്യം ചെയ്യപ്പെടുകയാണ്. ക്രെഡിറ്റ് റേറ്റിംഗ് രംഗത്ത് മറ്റ് രണ്ട് പ്രമുഖ ഏജന്‍സികളായ മൂഡീസ് ഇന്‍വസ്റ്റേഴ്‌സ് സര്‍വ്വീസും ഫിച്ച് റേറ്റിംഗ്‌സും ‘എ എ എ’ നിലവാരം നിലനിര്‍ത്തിയെന്നത് മാത്രമാണ് അമേരിക്കയ്ക്ക് അല്‍പം അശ്വാസമുള്ളത്. എന്നാല്‍ വളര്‍ച്ച താഴേക്കാണെന്ന് വ്യക്തമായി സൂചിപ്പിച്ചാണ് തത്കാലം ഈ് ഏജന്‍സികളും റേറ്റിംഗ് നിലനിര്‍ത്തിയിരിക്കുന്നത്.

വായ്പാ തിരിച്ചടവിനുള്ള ശേഷി വിലയിരുത്തി കടമെടുക്കലിന്റെ കാര്യത്തിലുള്ള നിലവാരം നിശ്ചയിക്കുന്നതാണ് ക്രഡിറ്റ് റേറ്റിംഗ്. ഈ നിലവാരത്തില്‍ ‘എ പ്ലസ്’ കാറ്റഗറിയിലാണ് അമേരിക്കയെ ചൈന ഉള്‍പ്പെടുത്തിയിരുന്നത്. ഇത് ഒരു പടി താഴ്ത്താന്‍ ചൈന കഴിഞ്ഞ തീരുമാനിച്ചിരുന്നു. കൂടുതല്‍ പ്രതിസന്ധിയിലേക്ക് നീങ്ങുകയാണ് അമേരിക്ക എന്ന മുന്നറിയിപ്പോടെ ‘എ’ ഗ്രേഡിലേക്ക് മാറ്റുകയാണ് ചെയ്തത്. ഈ തീരുമാനം തന്നെ അമേരിക്കക്ക് വലിയ തിരിച്ചടിയായിരുന്നു. അമേരിക്കന്‍ ട്രഷറി വകുപ്പ് പുറത്തിറക്കുന്ന ബോണ്ടുകള്‍ ഏറ്റവും കൂടുതല്‍ വാങ്ങുന്നത് ചൈനയാണ്. 1.15 ലക്ഷം കോടി രൂപ ചൈന കടമായി നല്‍കിയിട്ടുണ്ട്. ചൈനയുടെ തീരുമാനം സൃഷ്ടിച്ചതിനേക്കാള്‍ ഏറെ വലിയ ആഘാതമാണ് ആഭ്യന്തര ധനകാര്യ ഏജന്‍സിയായ എസ് ആന്‍ഡ് പിയുടെ തീരുമാനം അമേരിക്കക്ക് സൃഷ്ടിക്കുക.

United States' loses AAA rating for the first time

One of the world's leading credit rating agencies, Standard & Poor's, has downgraded the United States' top-notch AAA rating for the first time ever.
S&P cut the long-term US rating by one notch to AA+ with a negative outlook, citing concerns about budget deficits.
The agency said the deficit reduction plan passed by the US Congress on Tuesday did not go far enough.
The downgrade could erode investors' confidence in the world's largest economy.
It is already struggling with huge debts, unemployment of 9.1% and fears of a possible double-dip recession.
The downgrade is a major embarrassment for the administration of President Barack Obama and could raise the cost of US government borrowing.
This in turn could trickle down to higher interest rates for local governments and individuals.
However, some analysts said with debt woes across much of the developed world, US debt remained an attractive option for investors.
The other two major credit rating agencies, Moody's and Fitch, said on Friday night they had no immediate plans to follow S&P in taking the US off their lists of risk-free borrowers.

Officials in Washington told US media that the agency's sums were deeply flawed.
Unnamed sources were quoted as saying that a treasury official had spotted a $2 trillion [£1.2 trillion] mistake in the agency's analysis.
"A judgment flawed by a $2tn error speaks for itself," a US treasury department spokesman said of the S&P analysis. He did not offer any immediate explanation.
John Chambers, chairman of S&P's sovereign ratings committee, told CNN that the US could have averted a downgrade if it had resolved its congressional stalemate earlier.
"The first thing it could have done is raise the debt ceiling in a timely matter so the debate would have been avoided to begin with," he said.
International reaction to the S&P move has been mixed.
China, the world's largest holder of US debt, had "every right now to demand the United States address its structural debt problems and ensure the safety of China's dollar assets," said a commentary in the official Xinhua news agency.
"International supervision over the issue of US dollars should be introduced and a new, stable and secured global reserve currency may also be an option to avert a catastrophe caused by any single country," the commentary said.
However, officials in Japan, South Korea and Australia have urged a calm response to the downgrade.
The S&P announcement comes after a week of turmoil on global stock markets, partly triggered by fears over the US economy's recovery and the eurozone crisis.
S&P had threatened the downgrade if the US could not agree to cut its federal debt by at least $4tn over the next decade.
Instead, the bill passed by Congress on Tuesday plans $2.1tn in savings over 10 years.
S&P said the Republicans and Democrats had only been able to agree "relatively modest savings", which fell "well short" of what had been envisaged.
The agency also noted that the legislation delegates the lion's share of savings to a bipartisan committee, which must report back to Congress in November on where the axe should fall.
The bill - which also raises the federal debt ceiling by up to $2.4tn, from $14.3tn, over a decade - was passed on Tuesday just hours before the expiry of a deadline to raise the US borrowing limit.
S&P said in its report issued late on Friday: "The downgrade reflects our opinion that the fiscal consolidation plan that Congress and the administration recently agreed to falls short of what, in our view, would be necessary to stabilise the government's medium-term debt dynamics.
"More broadly, the downgrade reflects our view that the effectiveness, stability, and predictability of American policymaking and political institutions have weakened at a time of ongoing fiscal and economic challenges."
The agency said it might lower the US long-term rating another notch to AA within the next two years if its deficit reduction measures were deemed inadequate.
S&P noted that the bill passed by Congress this week did not include new revenues - Republicans had staunchly opposed President Barack Obama's calls for tax rises to help pay off America's deficit.
The credit agency also noted that the legislation contained only minor policy changes to Medicare, an entitlement programme dear to Democrats.

സാമ്പത്തിക സ്ഥിതി പൂര്‍ണതോതില്‍ മെച്ചപ്പെടണമെങ്കില്‍ ഇനിയും വര്‍ഷങ്ങളെടുക്കുമെന്ന് ഫെഡറല്‍ റിസര്‍വ്. രാജ്യത്ത് സാമ്പത്തിക രംഗത്തിന് ഭീഷണിയാവുന്ന തൊഴിലില്ലായ്മാ നിരക്ക് അടുത്ത രണ്ട് വര്‍ഷങ്ങളില്‍ എട്ട് ശതമാനത്തിന് മുകളിലെത്താന്‍ സാധ്യതയുണ്ടെന്നും ഫെഡറല്‍ റിസര്‍വ് നിരീക്ഷിക്കുന്നു.
തൊഴിലില്ലായ്മയും പണപ്പെരുപ്പവും സാധാരണ സ്ഥിതിയിലെത്തണമെങ്കില്‍ അഞ്ചോ ആറോ വര്‍ഷങ്ങളെടുക്കുമെന്നാണ് ഫെഡറല്‍ റിസര്‍വ് വൃത്തങ്ങള്‍ നല്‍കുന്ന സൂചന. ഇതില്‍ കൂടുതല്‍ സമയം ആവശ്യമായി വന്നേക്കുമെന്ന് ചില നയപ്രതിനിധികള്‍ അഭിപ്രായപ്പെടുന്നുണ്ട്. നടപ്പു വര്‍ഷം സമ്പദ്‌രംഗം രണ്ടര ശതമാനത്തോളം വളര്‍ച്ച കൈവരിക്കുമെന്നാണ് പ്രതീക്ഷ. മുന്‍പ് 3-3.5 ശതമാനം വളര്‍ച്ച പ്രതീക്ഷിച്ചിരുന്ന സ്ഥാനത്താണിത്.

ല്‍ മൂന്നിനും മൂന്നര ശതമാനത്തിനുമിടയില്‍ വളര്‍ച്ചയാണ് ഫെഡറല്‍ റിസര്‍വ് പ്രതീക്ഷിക്കുന്നത്. നേരത്തേയിത് മൂന്നര ശതമാനത്തിനും നാല് ശതമാനത്തിനുമിടയിലായിരുന്നു. നടപ്പ് വര്‍ഷത്തിലെ ശരാശരി തൊഴിലില്ലായ്മാ നിരക്ക് ഒമ്പതര ശതമാനത്തോളമായിരിക്കുമെന്നും ഫെഡ് അഭിപ്രായപ്പെട്ടു. ഒക്ടോബറില്‍ ഇത് 9.6 ശതമാനമായിരുന്നു. സാമ്പത്തിക മാന്ദ്യത്തിന് മുന്‍പ് അമേരിക്കയിലെ തൊഴിലില്ലായ്മാ നിരക്ക് 4.6 ശതമാനമായിരുന്നു.

അതേസമയം, സമീപ ഭാവിയില്‍ പണപ്പെരുപ്പം വലിയ പ്രതിസന്ധിയാവില്ലെന്ന് ഫെഡ് അഭിപ്രായപ്പെട്ടു. ഉപഭോക്തൃ വസ്തുക്കളുടെ വില വര്‍ധന 2012ല്‍ രണ്ട് ശതമാനത്തില്‍ താഴെയായിരിക്കുമെന്നാണ് ഫെഡറല്‍ റിസര്‍വിന്റെ അനുമാനം.

U.S. food insecurity at record levels

Food insecurity, for decades the bane of developing countries, has, post-recession, assumed worrisome proportions in the world's most powerful nation — the United States.

In a scathing report — Household Food Security in the U.S., 2009 — the U.S. Department of Agriculture revealed that 14.7 per cent of American households faced food insecurity some time during 2009, including 5.7 per cent with very low food security.
The report further said in households with “severe range of food insecurity”, food intake of its members dropped and eating patterns “were disrupted at times during the year”.
While the latest figures for food insecurity and very low food security showed only a slight increase from their 2008 levels of 14.6 per cent and 5.7 per cent respectively, they, nonetheless, hover at the highest recorded levels since 1995, when the first national food security survey was conducted.
Highlighting the significant inequalities in food resource availability across U.S. households, the USDA report noted that the typical food-secure household spent a whopping 33 per cent more on food than the typical food-insecure household of the same size and household composition.
Also, indicating a racial divide in food security, the report found the rates of food insecurity among African-American and Hispanic households were substantially higher than the national average. Further, such insecurity was higher among households with incomes near or below the federal poverty line and among households with children headed by single parents, the report said. The USDA report was based on data from an annual survey conducted by the U.S. Census Bureau as a supplement to its monthly Current Population Survey.
The USDA said the 2009 food security survey covered about 46,000 households and it asked one adult respondent in each household a series of questions about experiences and behaviours that indicate food insecurity, such as being unable, at times, to afford balanced meals, cutting the size of meals because of too little money for food, or being hungry because of too little money for food.
The food security status of the household was assigned based on the number of food-insecure conditions reported.

US sees 95,000 jobs lost in September


The US economy lost another 95,000 jobs in September, as public sector cuts outpaced hiring by the private sector. According to the Labor Department figures, the fall was almost double August's 54,000 job loss number.
The jobless rate held at 9.6%, but still marks the 14th straight month it has been above 9.5%.
The jobs news sent stocks slightly higher after raising expectations the US Federal Reserve will take further action to pump money into the economy.
The main Dow Jones index closed above 11,000 for the first time in five months, rising 58 points to 11,006.48.
Part-timers
A total of 159,000 government lay-offs were made in September, with the private sector adding 64,000 positions, the weakest gain since June.
Of the public sector job cuts, about 76,000 were in local government, with a large number of lay-offs among teachers, analysts said.
The so-called "under-employment rate" - those who have given up looking for work or are part-timers seeking full-time posts - rose to 17.1% in September from 16.7% in August.
Sectors showing jobs growth included healthcare, retailing, and leisure and hospitality.
In the private sector, the manufacturing and construction industries cut the most jobs.
Meanwhile, revisions to data for July and August showed 15,000 more jobs were lost in those months than previously reported.
The jobless data is the Labor Department's final report before November's elections to Congress, when the Democrats will come under intense pressure about the state of the economy.

Bank failures continue in the US - Touched 125 in 2010.........

The count of bank failures in the US has reached 125 in 2010 and as many as 7 entities have folded up so far this month. This year’s bank closures are occurring at a faster pace than in 2009 when the 100 mark was not reached until October.

Mostly small and medium banks are bearing the brunt of the collapse, as they continue to wobble under the prolonged sluggishness in financial conditions. On an average, nearly 15 banks have bit the dust every month so far this year.

According to the Federal Deposit Insurance Corporation (FDIC), which insures deposits at over 8,000 banks, as many as 125 entities have gone out of business so far this year. In 2009, a staggering 140 banks were shut down.

On September 17 alone, authorities seized six banks. The six entities that failed were Maritime Savings Bank, Bramble Savings Bank, The Peoples Bank, First Commerce Community Bank, Bank of Ellijay and ISN Bank.

As per the FDIC, the number of 'problem' banks -- those at risk of failing -- climbed to 775, the highest in nearly 17 years, in the first three months of 2010. The count stood at 702 at the end of 2009.

Even as the US economy is on the recovery path, high unemployment levels are resulting in higher defaults at small and medium banks. The jobless rate touched 9.5% in June.

Poverty in America? One of the richest countries in the world?


Yes, poverty is a reality in America, just as it is for millions of other human beings on the planet. The deepest recession in modern times has sharply increased the ranks of the poor during the past year, with 1 in 7 people in America officially counted as living in poverty. According to the US Census Bureau,35.9 million people live below the poverty line in America, including 12.9 million children.

US poverty rate hit 14.3 percent last year, up from 13.2 percent in 2008. The jump bring the number of the poor to its highest level since 1959


This is despite abundance of food resources. Almost 100 billion pounds of food is wasted in America each year. 700 million hungry human beings in different parts of the world would have gladly accepted this food.

As per experts opinion, the poverty rate is likely to rise further. The rate will approach 16 percent and stay high for most of this decade. The recession will add some 10 million people, including 6 million children, to the poverty rolls.
