Shocking neglect of the North East - Power Sector

A near-complete breakdown of infrastructure 
A shocking set of data -- indicative of woeful neglect and a near-complete breakdown of infrastructure -- emerged from a recent visit of a World Bank team to the North Eastern states to study the possibility of a $1.5 billion loan to strengthen the decaying transmission and distribution networks in the region.
  • The region has an installed capacity of 1560 MW and a peak demand of a ridiculously small 1930 MW. This is equal to a fraction of the demand for Delhi.
  • Woefully little investments have been done in the transmission and distribution network in the area.
  • So much so that capacity constraints have not allowed states like Mizoram, Nagaland and Manipur to draw even their allocated share of power from the central generating stations through the grid while having to sell this power to other states (resorting to load shedding within their own states) on account of a rickety distribution network.
  • A large number of remote areas are connected only through low tension lines, resulting in high losses and low voltages at consumer end. Thus, the power supply available at consumer end is of poor quality.
  • The story is at its worst In Manipur, where the supply system is managed by resorting to load shedding on a regular basis, the power availability in the capital city Imphal is less than 4 to 6 hours a day while the situation is bleaker in remote areas.
  • In Nagaland, the state capital Kohima remained without reliable power supply for four months during 2010 when the only 132 kV transmission link to the city was damaged due to collapse of a transmission tower due to land-slide.
  • In Meghalaya, there is a significant backlog of industrial connections waiting to be released once more power is available. 
Abysmally poor utilization of abundant resources 

The neglect of the North East can only be understood better when juxtaposed with its resource potential. The World Bank team has estimated the following endowments:
  • Renewable energy potential of 2.47 GW which is around 3% of the All India potential of 19 GW.
  • More than 60 GW of hydropower potential (40% of the 150 GW hydro potential in the country).
  • 169 billion cubic meters of natural gas reserves (15% of the total All India reserves of 1115 billion cubic meters).
  • 1.38 billion tons of total coal reserves (against All India reserves of 277 billion tons).
  • 283 million tons of crude petroleum reserves (37% of the estimated All India reserves of 773 million tons).
Sitting on a volcano 

To make matters worse, the North East is currently sitting on a political volcano, this time brought about not by the politics of illegal migration, ethnic strife and militancy but by the fact that the region will soon produce more electricity than it can consume.
  • Political tempers will flare in what is already an excessively volatile region if the excess power is exported when the region goes through 20-hour power cuts.
  • The region is expected to see a capacity addition of close to around 4000 MW in the next 2-5 years resulting in a scaling up of nearly three times from the present 1560 MW. This includes the Pallatana gas-fired station in Tripura (726.6 MW) (first unit of which is expected to be commissioned in December 2011) and the coal-fired Bongaigaon Thermal Power station in Assam (750 MW).
  • In addition, two major hydropower projects (Lower Subansiri, 2000MW and Kameng, 600 MW) are also expected to be commissioned by the middle of the current decade. Several other smaller hydro plants, predominantly in the state sector, are expected to be commissioned in the next 4-5 years, significantly increasing the generation capacity.
  • While this large capacity addition program is already underway, adequate transmission and distribution infrastructure to transmit and distribute this power to consumers within the States in the region does not exist.
  • The government seems to be aware of the problem and has sought the World Bank`s help in straightening out the mess. The team's first visit was an eye-opener and more visits are likely before a full design of what needs to be done takes shape.

ആഗോള സമ്പദ്വ്യവസ്ഥ വീണ്ടും മാന്ദ്യത്തിലേക്ക്

ആഗോള സമ്പദ്വ്യവസ്ഥ വീണ്ടും മാന്ദ്യത്തിലേക്ക് നീങ്ങുകയാണെന്ന് അമേരിക്കന്‍ വായ്പാക്ഷമത നിരക്ക് പ്രതിസന്ധി സൂചിപ്പിക്കുന്നു. 2008ലെ സാമ്പത്തിക മാന്ദ്യത്തില്‍ നിന്നു കരകയറുംമുമ്പേ മറ്റൊരു മാന്ദ്യം തുറിച്ചുനോക്കുകയാണ്. ഇരട്ടവീഴ്ചയിലേക്കാണ് (ഡബിള്‍ ഡിപ്പ്) ആഗോള സമ്പദ്വ്യവസ്ഥ കൂപ്പുകുത്തുന്നത്. സ്റ്റാന്‍ഡേര്‍ഡ് ആന്റ് പുവര്‍ (എസ്ആന്റ്പി) എന്ന റേറ്റിങ്ങ് ഏജന്‍സി അമേരിക്കന്‍ വായ്പാക്ഷമതനിരക്ക് കുറച്ചതാണ് പുതിയ പ്രതിസന്ധിക്ക് തുടക്കം. വായ്പാപ്രതിസന്ധി കുറയ്ക്കാന്‍ മൊത്തം ചെലവ് കുറക്കണമെന്നായിരുന്നു എസ്ആന്റ്പിയുടെ ആവശ്യം. ധനകമ്മി നാല് ലക്ഷം കോടി ഡോളറെങ്കിലും കുറക്കണമെന്നാണ് എസ്ആന്റ്പി അമേരിക്കന്‍ സര്‍ക്കാരിനോട് ആവശ്യപ്പെട്ടത്. എന്നാല്‍ 2.5 ലക്ഷംകോടി ഡോളര്‍ കുറയ്ക്കാന്‍ മാത്രമാണ് സര്‍ക്കാര്‍ തയ്യാറായത്. ഇതേ തുടര്‍ന്നാണ് വായ്പാക്ഷമത നിരക്കില്‍ അമേരിക്കയെ ഏജന്‍സി താഴ്ത്തിക്കെട്ടിയത്. ഇതോടെ അമേരിക്ക നിക്ഷേപത്തിന് പറ്റിയ സ്ഥലമല്ലെന്ന സന്ദേശമാണ് പരക്കുന്നത്. എസ്ആന്റ്പി ആവശ്യപ്പെട്ടതുപോലെ ധനകമ്മി കുറയ്ക്കണമെങ്കില്‍ സാമൂഹ്യസുരക്ഷാ പദ്ധതികള്‍ക്കുള്ള പണം വകയിരുത്തുന്നത് കുറയ്ക്കുക മാത്രമേ ഒബാമ സര്‍ക്കാരിന് പോംവഴിയുള്ളൂ. ധനകമ്മി കുറക്കാനായി നികുതി വര്‍ധിപ്പിക്കാനോ, കടത്തിനുള്ള പലിശയടവ് മാറ്റിവെക്കാനോ, പ്രതിരോധ ചെലവ് കുറയ്ക്കാനോ കഴിയില്ല. ധനകമ്മി കുറയ്ക്കുന്നത് തൊഴിലവസരംസൃഷ്ടിക്കാത്ത വളര്‍ച്ചക്ക് കാരണമാകുകയും ചെയ്യും. നിലവില്‍ അമേരിക്കയിലെ തൊഴിലില്ലായ്മ നിരക്ക് 9.2 ശതമാനമായി ഉയര്‍ന്നിരിക്കുകയാണ്. ഈ സാഹചര്യത്തിലാണ് കടമെടുക്കാനുള്ള പരിധി വര്‍ധിപ്പിക്കാന്‍ ഒബാമ സര്‍ക്കാര്‍ തയ്യാറായത്. വായ്പാ പരിധി 2.1 ലക്ഷം കോടി ഡോളര്‍ വര്‍ധിപ്പിക്കാനാണ് നിയമഭേദഗതി പാസാക്കിയത്. അമേരിക്കന്‍ കോണ്‍ഗ്രസിന്റെ അനുവാദമില്ലാതെ കടപരിധി വര്‍ധിപ്പിക്കാന്‍ കഴിയില്ല. 1917 മുതലാണ് ഈ നിബന്ധന വന്നത്. അമേരിക്കയുടെ മൊത്തം ആഭ്യന്തരവരുമാനത്തിന്റെ 72.4 ശതമാനവും കടമാണെന്നര്‍ഥം. എസ്ആന്റ്പിയുടെ തീരുമാനം അമേരിക്കന്‍ ഓഹരിവിപണിയില്‍ നിന്ന് പിന്‍വാങ്ങാന്‍ കമ്പനികളെയും വ്യക്തികളെയും പ്രേരിപ്പിക്കും. ഇത് ലോകവിപണിയെയും ബാധിക്കും. അമേരിക്ക തകരുന്നു

ക്രഡിറ്റ് റേറ്റിംഗ് ധനകാര്യ ഏജന്‍സിയായ സ്റ്റാന്‍ഡേര്‍ഡ് ആന്‍ഡ് പുവര്‍ (എസ് ആന്‍ഡ് പുവര്‍) കഴിഞ്ഞ ദിവസം അമേരിക്കയുടെ ക്രഡിറ്റ് റേറ്റിംഗ് ‘എ എ എ’ യില്‍ നിന്നും ‘എ എ പ്ലസ്’ലേക്ക് താഴ്ത്തിയത് ചരിത്രത്തിലാദ്യമായാണ്. കഴിഞ്ഞ 70 വര്‍ഷമായി ഏജന്‍സിയുടെ മികച്ച റേറ്റിംഗ് കരസ്ഥമാക്കിയിരുന്നു അമേരിക്ക. ഈ തീരുമാനം എടുക്കുന്നതിന് മുന്നോടിയായി എസ് ആന്‍ഡ് പി നടത്തിയ പരിശോധനകളുടെ ആധികാരികത ചോദ്യം ചെയ്ത് അമേരിക്കന്‍ ഭരണകൂടം രംഗത്തു വന്നിട്ടുണ്ട്. റേറ്റിംഗ് കുറയുന്നതോടെ അമേരിക്കക്ക് വായ്പകള്‍ ലഭ്യമാക്കാന്‍ നിക്ഷേപകര്‍ മടിക്കുന്ന സ്ഥിതി വരും. ഇത് നിലവില്‍ കടത്തിലോടുന്ന ഭരണകൂടത്തിന് പുതിയ പ്രതിസന്ധികള്‍ സൃഷ്ടിക്കും.

സാമ്പത്തിക നില ഭദ്രമാക്കാന്‍ ലക്ഷ്യമിട്ട് അമേരിക്കന്‍ കോണ്‍ഗ്രസ്സും ബരാക് ഒബാമ ഭരണകൂടവും അടുത്ത കാലത്ത് സ്വീകരിച്ച നടപടികള്‍ രാജ്യത്തിന്റെ കട ഭാരത്തെയും അതിന്റെ തിരിച്ചടവിനെയും സ്ഥിരമാക്കി നിര്‍ത്താന്‍ പര്യാപ്തമാണെന്ന് കരുതുന്നില്ലെന്ന് എസ് ആന്‍ഡ് പി വാര്‍ത്താ കുറിപ്പില്‍ പറയുന്നു. കൂടുതല്‍ പ്രതിസന്ധിയിലേക്കാണ് കാര്യങ്ങള്‍ നീങ്ങുന്നത്് എന്ന മുന്നറിയിപ്പോടെയാണ് കഴിഞ്ഞ ഏപ്രില്‍ പതിനെട്ടിന് അമേരിക്കയുടെ റേറ്റിംഗ് ‘എ എ എ’ യില്‍ നില നിര്‍ത്തിയത്. അതിന് ശേഷം കാര്യങ്ങള്‍ കൂടുതല്‍ വഷളാവുകയാണ് ചെയ്തത്. നയരൂപവത്കരണത്തിന്റെ കാര്യത്തില്‍ കാര്യക്ഷമതയോ സ്ഥിരതയോ കുറഞ്ഞു പോകുന്നു. സാമ്പത്തിക നയത്തിന്റെ കാര്യത്തില്‍ രാഷ്ട്രീയ പാര്‍ട്ടികള്‍ തമ്മിലുള്ള അകലം കുറച്ചു കൊണ്ടു വരിക എളുപ്പമല്ല. അത്‌കൊണ്ട് തന്നെ കടത്തിന്റെ പരിധി ഉയര്‍ത്തുന്ന കാര്യത്തിലും മറ്റും റിപബ്ലിക്കന്‍-ഡെമോക്രാറ്റിക് പാര്‍ട്ടികള്‍ തമ്മിലുണ്ടാക്കിയ വിശാലമായ ധാരണ സ്ഥിരത കൈവരിക്കാന്‍ പര്യാപ്തമല്ലെന്നാണ്് തങ്ങളുടെ വിലയിരുത്തലെന്ന് എസ് ആന്‍ഡ് പി വ്യക്തമാക്കുന്നു. എന്നാല്‍, എസ് ആന്‍ഡ് പിയുടെ കണക്കുകളില്‍ രണ്ട് ലക്ഷം കോടി രേഖപ്പെടുത്തിയിട്ടില്ലെന്നാണ് യു. എസ്. ധനവകുപ്പ് വാദിക്കുന്നത്. റേറ്റിംഗ് താഴ്ത്തിയ നടപടി അപലപനീയമാണെന്നും അവര്‍ പറയുന്നു.

അമേരിക്കന്‍ സമ്പദ്‌വ്യവസ്ഥ നേരിടുന്ന പ്രതിസന്ധി വ്യക്തമാക്കുന്നതാണ് എസ് ആന്‍ഡ് പിയുടെ തീരുമാനം. സാമ്പത്തിക രംഗത്ത് അമേരിക്കയുടെ വിശ്വാസ്യതയും ചോദ്യം ചെയ്യപ്പെടുകയാണ്. ക്രെഡിറ്റ് റേറ്റിംഗ് രംഗത്ത് മറ്റ് രണ്ട് പ്രമുഖ ഏജന്‍സികളായ മൂഡീസ് ഇന്‍വസ്റ്റേഴ്‌സ് സര്‍വ്വീസും ഫിച്ച് റേറ്റിംഗ്‌സും ‘എ എ എ’ നിലവാരം നിലനിര്‍ത്തിയെന്നത് മാത്രമാണ് അമേരിക്കയ്ക്ക് അല്‍പം അശ്വാസമുള്ളത്. എന്നാല്‍ വളര്‍ച്ച താഴേക്കാണെന്ന് വ്യക്തമായി സൂചിപ്പിച്ചാണ് തത്കാലം ഈ് ഏജന്‍സികളും റേറ്റിംഗ് നിലനിര്‍ത്തിയിരിക്കുന്നത്.

വായ്പാ തിരിച്ചടവിനുള്ള ശേഷി വിലയിരുത്തി കടമെടുക്കലിന്റെ കാര്യത്തിലുള്ള നിലവാരം നിശ്ചയിക്കുന്നതാണ് ക്രഡിറ്റ് റേറ്റിംഗ്. ഈ നിലവാരത്തില്‍ ‘എ പ്ലസ്’ കാറ്റഗറിയിലാണ് അമേരിക്കയെ ചൈന ഉള്‍പ്പെടുത്തിയിരുന്നത്. ഇത് ഒരു പടി താഴ്ത്താന്‍ ചൈന കഴിഞ്ഞ തീരുമാനിച്ചിരുന്നു. കൂടുതല്‍ പ്രതിസന്ധിയിലേക്ക് നീങ്ങുകയാണ് അമേരിക്ക എന്ന മുന്നറിയിപ്പോടെ ‘എ’ ഗ്രേഡിലേക്ക് മാറ്റുകയാണ് ചെയ്തത്. ഈ തീരുമാനം തന്നെ അമേരിക്കക്ക് വലിയ തിരിച്ചടിയായിരുന്നു. അമേരിക്കന്‍ ട്രഷറി വകുപ്പ് പുറത്തിറക്കുന്ന ബോണ്ടുകള്‍ ഏറ്റവും കൂടുതല്‍ വാങ്ങുന്നത് ചൈനയാണ്. 1.15 ലക്ഷം കോടി രൂപ ചൈന കടമായി നല്‍കിയിട്ടുണ്ട്. ചൈനയുടെ തീരുമാനം സൃഷ്ടിച്ചതിനേക്കാള്‍ ഏറെ വലിയ ആഘാതമാണ് ആഭ്യന്തര ധനകാര്യ ഏജന്‍സിയായ എസ് ആന്‍ഡ് പിയുടെ തീരുമാനം അമേരിക്കക്ക് സൃഷ്ടിക്കുക.

United States' loses AAA rating for the first time

One of the world's leading credit rating agencies, Standard & Poor's, has downgraded the United States' top-notch AAA rating for the first time ever.
S&P cut the long-term US rating by one notch to AA+ with a negative outlook, citing concerns about budget deficits.
The agency said the deficit reduction plan passed by the US Congress on Tuesday did not go far enough.
The downgrade could erode investors' confidence in the world's largest economy.
It is already struggling with huge debts, unemployment of 9.1% and fears of a possible double-dip recession.
The downgrade is a major embarrassment for the administration of President Barack Obama and could raise the cost of US government borrowing.
This in turn could trickle down to higher interest rates for local governments and individuals.
However, some analysts said with debt woes across much of the developed world, US debt remained an attractive option for investors.
The other two major credit rating agencies, Moody's and Fitch, said on Friday night they had no immediate plans to follow S&P in taking the US off their lists of risk-free borrowers.

Officials in Washington told US media that the agency's sums were deeply flawed.
Unnamed sources were quoted as saying that a treasury official had spotted a $2 trillion [£1.2 trillion] mistake in the agency's analysis.
"A judgment flawed by a $2tn error speaks for itself," a US treasury department spokesman said of the S&P analysis. He did not offer any immediate explanation.
John Chambers, chairman of S&P's sovereign ratings committee, told CNN that the US could have averted a downgrade if it had resolved its congressional stalemate earlier.
"The first thing it could have done is raise the debt ceiling in a timely matter so the debate would have been avoided to begin with," he said.
International reaction to the S&P move has been mixed.
China, the world's largest holder of US debt, had "every right now to demand the United States address its structural debt problems and ensure the safety of China's dollar assets," said a commentary in the official Xinhua news agency.
"International supervision over the issue of US dollars should be introduced and a new, stable and secured global reserve currency may also be an option to avert a catastrophe caused by any single country," the commentary said.
However, officials in Japan, South Korea and Australia have urged a calm response to the downgrade.
The S&P announcement comes after a week of turmoil on global stock markets, partly triggered by fears over the US economy's recovery and the eurozone crisis.
S&P had threatened the downgrade if the US could not agree to cut its federal debt by at least $4tn over the next decade.
Instead, the bill passed by Congress on Tuesday plans $2.1tn in savings over 10 years.
S&P said the Republicans and Democrats had only been able to agree "relatively modest savings", which fell "well short" of what had been envisaged.
The agency also noted that the legislation delegates the lion's share of savings to a bipartisan committee, which must report back to Congress in November on where the axe should fall.
The bill - which also raises the federal debt ceiling by up to $2.4tn, from $14.3tn, over a decade - was passed on Tuesday just hours before the expiry of a deadline to raise the US borrowing limit.
S&P said in its report issued late on Friday: "The downgrade reflects our opinion that the fiscal consolidation plan that Congress and the administration recently agreed to falls short of what, in our view, would be necessary to stabilise the government's medium-term debt dynamics.
"More broadly, the downgrade reflects our view that the effectiveness, stability, and predictability of American policymaking and political institutions have weakened at a time of ongoing fiscal and economic challenges."
The agency said it might lower the US long-term rating another notch to AA within the next two years if its deficit reduction measures were deemed inadequate.
S&P noted that the bill passed by Congress this week did not include new revenues - Republicans had staunchly opposed President Barack Obama's calls for tax rises to help pay off America's deficit.
The credit agency also noted that the legislation contained only minor policy changes to Medicare, an entitlement programme dear to Democrats.
